PETITION: Support Amendment FY2027-S4-742:
Establishing a Legislative Commission on Vocational-Technical Admissions
We, the undersigned residents and stakeholders of the Commonwealth, support Budget Amendment ID: FY2027-S4-742 (EDU 742). This amendment is a critical intervention necessary to restore stability, transparency, and fairness to our vocational-technical education system.
With the lottery admissions system already operational, we are seeing firsthand the negative consequences for vocational-technical education. This commission is a necessary intervention to study these real-world impacts before further damage is done. Supporting this amendment ensures we take a step back to implement a transparent, evidence-based policy that supports our students rather than relying on the current flawed system.
The current system has created a three-fold crisis in our districts:
Fiscal Instability: The lottery has caused unpredictable and volatile municipal assessments, making it impossible for member towns to reliably balance their annual budgets.
Enrollment Volatility: We are witnessing wide, erratic swings in enrollment from member towns, undermining the regional partnerships that sustain our vocational schools.
Impact on Families: The "luck of the draw" approach has demoralized students who have spent years preparing for technical careers, replacing a merit-and-interest-based pathway with a system of chance that disregards student intent or individuality.
What Amendment 742 Accomplishes Per the language of the amendment, this legislation will establish a special commission to study and make recommendations on:
1. Admissions policies pursuant to Chapter 74 of the General Laws.
2. The collection and analysis of district-level and statewide data on admissions and waitlists.
3. The enforcement and review standards for these policies.
The commission will include a diverse 9-member panel of legislators, vocational administrators, and industry graduates. It mandates at least one public hearing to ensure the voices of our communities are finally heard, with a final report due by September 15, 2027.
Our Call to Action: We cannot allow a flawed, unstudied admissions experiment to continue destabilizing our municipal finances and our children’s futures. We respectfully request a favorable motion for Amendment FY2027-S4-742 to ensure that any future changes to vocational education are data-driven, fiscally responsible, and educationally sound.
