Exposing the "Real-Time Wreckage" of Vocational Lotteries
In a direct public comment to the Board of Education, Tracy Stewart—a Tri-County RVTHS alumna, parent of a vocational graduate, and former School Committee member—challenged the state’s mandated lottery system, characterizing it as a "delusion of equity". She argued the policy creates a false sense of equity by ignoring student readiness and motivation, rather than seeing each applicant as an individual. Stewart pointed to the Board's own internal doubts, recalling Member Moriarty's warning that they were "using a chainsaw where a scalpel was required" and Member Hills' concern over disregarding metrics like attendance and performance. She shared her experience as a parent of a student with a high number of absences and an IEP who succeeded under the old system because an interviewer recognized her motivation, and warned that such students are now treated as "discarded numbers". Stewart described the lottery as a "fiscal disaster" for municipalities due to unpredictable assessment shifts, and criticized the Department’s suggestion of CTE Pathways as a "slap in the face" to families who understand the massive difference between an immersive Chapter 74 program. Ultimately, she warned that this era of mandated lotteries is being met with organized opposition from the legislature and legal organizations.
